Location:
The 776.8-acre property is located south of Stringtown Road, northeast of Ridge Road
(MD 27), southwest of Skylark and Piedmont Roads
and northeast of Frederick Road In the Newcut Road
Neighborhood.
Description:
It has preliminary plan approved for 2,653 dwelling
units, 20,000 square feet office/retail uses, and a 5,000 square-foot
daycare facility. It will include school
sites, parks and other community facilities including
neighborhood open space and portions of the Clarksburg
Greenway and Trail. The pending plan include a
a new Site Plan for Phase 2.
A portion of the property is built, or under construction. Future residential uses and the commercial office/retail area remain undeveloped. The Phase 3 Site Plan for this property has not been filed.

Hearing Date(s) and Planning Board Actions:
On
May 4, 2006, the Planning Board held the first public
hearing regarding violations alleged in Clarksburg
Village. Please click here for Staff Report. At the hearing, a number of third-party
purchasers offered evidence of the disruption occasioned
by the fact that building permits were not being
approved for homes they expected to occupy soon.
The applicant requested that the Planning Board
address the building permits for 83 dwelling units.
On May 11, 2006, the Planning Board continued the
hearing for violations and approved a corrective
order that corrects the missing standards on the
Clarksburg Village Site Plan 820030020 and thus
allows the staff to recommend release of 83 building
permits by the County Department of Permitting Services.

On June 29, 2006, the Planning Board heard the violation case for Clarksburg Village. Staff recommended finding violations and a fine of about $1.2 million. The Board did find violations, but did not establish the fine. Instead, they directed the applicant to return with a program of compliance, and indicated that the violation vote was a preliminary vote, possibly subject to change once the program of compliance is presented. Some of the Board members also expressed a strong interest in design improvements, since much of the community is not yet under construction, rather than (or in addition to) a large fine. On July 20 and 27, 2006, the Planning Board reviewed an amended corrective order for Clarksburg Village to release additional building permits pending a compliance program. On July 27, the Planning Board recommended an amendment to the Corrective Order for the County to release an additional 65 building permits pending a Compliance Program.
On October 5, 2006, the Planning Board approved the Compliance Program for Site Plan No. 820030020 and No. 82003002A, Clarksburg Village Phase 1 to correct non-compliance with the approved Site Plan and Zoning Ordinance. The Planning Board approved staff recommendation to assess a fine ($100,000) and to require a Site Plan Amendment and additional amenities.

The Planning Board held a public hearing on the Phase 1 Site Plan Amendment, Clarksburg Village Plan of Compliance on March 22, 2007. Please click here for Staff Report. The Planning Board recommended approval of the Plan of 970 dwellings units, including 132 MPDUs, amendments to reduce the overall density, relocate multiple-family units, revise the mix of unit types, modify the design of certain blocks and recreation facilities, clarify and establish development standards, and amend other site features.
On July 5, 2007, the Planning Board approved a second Amendment to the Corrective Order dated May 11, 2006 to assure that the development standards for 169 additional units, including 119 one-family detached units and 50 townhouses. Please click here for Staff Report.
