Upper Rock Creek Area Master Plan

The Department of Park and Planning has completed a comprehensive update of the master plan for the Upper Rock Creek planning area. The plan focuses on physical planning issues, including land use, zoning, transportation, environmental impacts and community facilities.

The plan focuses on the ongoing impacts of development on the watershed and is based on analysis of an extensive environmental inventory. This analysis will contribute to creation of an updated policy on public water and sewer service as well as to land use and zoning recommendations for the planning area.

As part of this planning process, the staff conducted an Environmental Analysis of Imperviousness of Stream Conditions and prepared Supplemental Information based on questions from the Master Plan Advisory Group. This information compares the impact of different development scenarios on stream conditions in the Upper Rock Creek watershed.
