Master Plans

Each community within Montgomery County falls within a master plan area. Master plans create a comprehensive view of land-use trends and future development, taking into account community concerns such as housing, transportation, storm water management, historic preservation, and pedestrian and trail systems, and environmental factors like air, water and noise pollution, and the preservation of agricultural lands. Plans outline recommended land uses, zoning, transportation facilities, and recommended general locations for such public facilities as schools, parks, libraries, and fire and police stations.

All master plans are developed with significant citizen input, as well as cooperation from appropriate agencies and in consultation with the County Executive. Draft plans go before the Planning Board, then are approved, after a public hearing, by the County Council, and finally adopted by the Maryland-National Capital Park and Planning Commission. Adopted master plans are incorporated as amendments to the General Plan and are designed to implement the spirit and intent of the General Plan.
