Description:
The Maryland-National Capital Park and Planning Commission (M-NCPPC) plans to develop a model, mixed-use development featuring a new headquarters for the Maryland-National Capital Park and Planning Commission's Montgomery County staff -- while fostering smart growth, a variety of housing and retail options, and environmentally sensitive design within the Silver Spring Central Business District.
The project will:
- Provide a mix of housing options, including condos and rental apartments.
- Promote the ongoing revitalization of downtown Silver Spring with an urban design compatible with the neighborhood.
- Lower the public cost through a public/private partnership allowing M-NCPPC to use the value of the land to finance a portion of the project.
- Replace the overcrowded Park and Planning headquarters and consolidate staff from several locations.
In early 2007, M-NCPPC announced the selection of a private develpment team, SilverPlace LLC -- a partnership of the Bozzuto Develpoment Co., Spaulding and Slye Investments and Harrison Development as the most highly ranked team responding to the commission's request for proposals (RFP).
In November, the Planning Board approved
an agreement, formally known as a memorandum of understanding, that spells out the roles and responsibilities of both the Commission and SilverPlace, LLC.

The board also approved staff's proposal to request a supplemental appropriation to fund initial project costs, including interactive design workshops (charrettes).

Opportunities
for Public Participation:
The initial design phase of the project could take up to 10 months and will include preparing site surveys, environmental and traffic studies, and the schematic design. The design phase, which could take up to 10 months, will include interactive design workshops with the community. The Montgomery County Council will hold public hearings before making a decision on the funding request for the design phase of the project.
Throughout the design and subsequent regulatory process, the SilverPlace team will host public meetings where the project architects, traffic engineers and landscape architects will respond to questions from the community. There will be continuous community involvement as the SilverPlace project advances from a conceptual proposal through the regulatory process. The Planning Board will conduct formal public hearings as it reviews the project, preliminary and site plans.
