Description:
This
project provides Montgomery County's second business
incubator. It includes almost 20,000 square feet of
office space in a four-story building at the corner
of Georgia Avenue and Blair Mill Road. The SSIC can
house 14 or more start-up or early stage information
technology businesses. The project also includes streetscape
improvements, such as pavers, trees, lights, and other
landscaping. Construction started in Summer 2003 and
was completed in the Summer of 2004.

Opportunities
for Public Participation:
The project was presented tothe Planning Board on March
27, 2003.
Public comments addressed historic structures and architectural
styles in the area, future abandonment of Blair Mill
Road, and use of "green" building technology.

Mandatory Referral Case Number: 03101-OCE-1.
Planning Board Action:
The Board approved the Mandatory Referral on March 27,
2003 with comments.

As a result of the Mandatory Referral review, improvements
to the project include: an agreement that the Department
of Housing and Community Affairs will design streetscape
improvements for all of Blair Mill Road; the Innovation
Center will be included in a local and area traffic
analysis conducted for the recently-approved Silver
Spring Gateway project; the applicant will seek to achieve
striping of a crosswalk on the west side of Georgia
Avenue at Blair Mill Road; provision for a mixed street
along Blair Mill Road; provision for at least 10% of
the net lot area to contain public use space; and provision
for public art at an appropriate location within the
project.
