Challenges
& Vision
The
Silver Spring CBD Sector Plan envisions an active
downtown serving both the surrounding residential
communities and a broader regional market. The
downtown's Core will re-emerge as the center
of the community, with offices, shops, restaurants
and civic uses arranged along landscaped. The
challenge in the CBD is to combine public and
private resources in a sustained manner to revitalize
the downtown. A sense of optimism already exists
as the result of several major projects that
have begun construction. Continuing Silver Spring's
momentum is the key to realizing the vision
in the Sector Plan.

are six major Themes around which the Plan is
organized:

Major
Recommendations
Encourage
appropriate development consistent with the
State's Smart Growth Policy.
Focus
the higher densities near the Core of the
downtown.
Encourage
redevelopment consistent with the approved
Urban Renewal Plan for Silver Spring.
Use
zoning initiatives such as overlay zones to
encourage redevelopment in three revitalization
areas outside the Core and to encourage new
housing development.
Provide
a balanced transportation system and maximize
Silver Spring's role as a transit hub.
Provide
civic facilities that will help to make the
downtown a center of community civic and cultural
life
Next Steps
Framework
for action - Staff has also prepared a
Framework for Action report for all the Silver
Spring / Takoma Park Area. This document is
a summary of the actions that would be needed
to implement the Master / Sector Plans.
